The new pool safety laws aim to further reduce the incidences of drowning and serious immersion injuries of young children in swimming pools.
Queensland's swimming pool safety improvement strategy has two stages.
Stage 1 was introduced on 1 December 2009 and applies to new residential pools.
Stage 2, The final stage of the swimming pool safety laws is expected to start this summer (December 2010). Stage 2 mostly affects existing swimming pools. It is important that all pool owners are familiar with these new laws.
At first glance,
the regulations governing pool fence and barrier specifications may seem daunting. There are several figures to consider; fences must start no higher than 100 millimetres from the ground, must be a minimum of 1.2 metres high, and must also comprise a "Non-Climbable Zone" or NCZ of at least 900 continuous millimetres. A self-latching gate must also be in place, and the area should be cleared of climbable furniture and other objects able to be stacked for easy pool entry by young children. Inspections should be performed by experienced, PSI (Pool Safety Inspector) licensed companies capable of both issuing certificates and of supplying documentation covering any necessary modifications in the event that original fence systems are found to be lacking and non-compliant.
Beyond the need to meet Queensland's new pool safety laws with proper certification and regular document renewal, pool professionals along with concerned citizens' groups and
local organizations around the world are stepping up campaigns to keep families more informed. Supervision, including constant visual contact with young children, is often cited as being a major influence on pool safety, as is knowledge of resuscitation techniques and other first-aid essentials. Preventing deaths and injuries through the installation and maintenance of approved fencing remains a first line of defence for concerned families, however, and Queensland's new laws have been carefully shaped to ensure this important safety feature isn't overlooked.
